What Is the Mundus MAPP Program?

Mundus MAPP is an international Master’s program designed for students interested in public policy, governance, political economy, development, and international affairs. The program combines academic learning with practical experience to prepare graduates for careers in governments, international organizations, nonprofit institutions, research centers, and the private sector.

The program is delivered by a consortium of four respected European institutions. However, students do not study at all four universities. Every student selects one study track and completes the program at the two universities included in that track.

Physical mobility is compulsory. Students must complete two study periods in two different countries, with each study period carrying at least 30 ECTS credits.

Financial Benefits of the MAPP Erasmus Mundus Scholarship

The MAPP Erasmus Mundus Scholarship provides substantial financial support for the entire two-year program. The scholarship is awarded to a limited number of the highest-ranked applicants.

Selected candidates will receive:

• A full tuition-fee waiver
• €1,400 per month for up to 24 months
• A maximum scholarship contribution of €33,600
• Health insurance arranged by the Mundus MAPP Consortium
• Possible additional assistance for students with individual support needs or disabilities

The monthly contribution is intended to help students manage living, installation, visa, travel, and other personal expenses. However, applicants should understand that the program does not provide separate reimbursement for every travel or visa expense.

The scholarship does not cover the program’s study visit, winter school, or travel between the student’s home country and the consortium countries as separate payments. The official program estimates that the study visit and winter school may each cost approximately €600 to €1,000.

Institutional Scholarships

In addition to Erasmus Mundus funding, the consortium offers one institutional scholarship for each study track.

Recipients of an institutional scholarship receive a 50% tuition-fee waiver at both their first-year and second-year universities. However, this award does not include a monthly stipend.

Applicants who submit their forms before the financial-aid deadline will be asked to indicate their interest in available scholarships through the online application portal. A separate scholarship application is not required.

Eligibility Criteria for the MAPP Erasmus Mundus Scholarship

Applicants must satisfy the academic, mobility, motivation, and English-language requirements of the program.

To be eligible, applicants should:

• Be a European or non-European applicant
• Hold a Bachelor’s degree earned after at least three years of study
• Have graduated from a recognized university or higher education institution
• Have at least an Upper Second-Class or 2.1 degree, where this classification is used
• Have a minimum GPA equivalent to 3.17 out of 4.0
• Normally possess a degree in social sciences or an equivalent discipline
• Demonstrate a strong interest in European and international public policy
• Meet the required English-language standard
• Fulfil the compulsory mobility conditions for the selected track
• Be able to begin the program according to the official academic schedule

Candidates with Bachelor’s degrees in natural sciences or engineering are not eligible under the current admission requirements.

Applicants who already hold a Master’s degree may apply, but they must also meet the required academic standard in their Master’s studies. The program gives scholarship priority to candidates who have not previously had the opportunity to complete a Master’s program.

Work experience is not compulsory. Nevertheless, relevant professional experience may strengthen an application.

English-Language Requirements

Applicants who are not eligible for an English-language waiver must submit one of the following accepted results:

• TOEFL iBT: Minimum score of 95
• IELTS Academic: Minimum overall score of 7.0
• Cambridge C2 Proficiency: C2 or higher
• Cambridge C1 Advanced: C1 or higher
• Pearson PTE Academic: Minimum score of 76
• Duolingo English Test: Minimum score of 130

TOEFL, IELTS, Pearson PTE, and Duolingo results must have been obtained within two years of the application deadline. Cambridge test results must have been obtained within five years of the deadline.

Applicants eligible for an exemption should carefully check the official rules. An English-medium degree does not automatically provide an exemption in every country.

Final-year Bachelor’s students may apply using an interim transcript and proof of enrollment. Successful applicants must complete their qualifying degree before enrollment and submit their official academic records by July 31, 2027.

The two recommendations should be written by academic instructors or professional supervisors familiar with the applicant’s abilities. At least one academic recommendation is strongly encouraged.

Important Scholarship Conditions

An applicant who has previously received an Erasmus Mundus Joint Masters scholarship cannot receive another EMJM scholarship.

A selected student cannot simultaneously benefit from another European Union-funded scholarship for the same or another Erasmus Mundus Master’s course during the enrollment period.

Scholarships are awarded according to academic merit. Meeting the minimum admission requirements does not guarantee either admission or funding because only a limited number of scholarships are available.

Application Deadline

The deadline to apply for the MAPP Erasmus Mundus Scholarship is:

December 1, 2026, at 11:59 PM Central European Time

This deadline applies to applicants requesting financial aid and those submitting an early self-funded application.

The first-round results, including Erasmus Mundus scholarship decisions, are expected to become available in the applicant portal on April 14, 2027.

Self-funded non-EU/EEA applicants can apply until April 15, 2027. Self-funded EU/EEA applicants can apply until July 1, 2027. These later deadlines do not provide consideration for the Erasmus Mundus scholarship.
